STEP 1In a medium bowl, combine cream cheese, mayonnaise, carrots, red bell pepper, chives, garlic powder, and salt and pepper, to taste.
STEP 2Microwave tortilla for 10-15 seconds to slightly soften. Spread on cream cheese mixture evenly and top with shredded cheese.
STEP 3Beginning at the edge of the tortilla, roll it tightly, ending at the opposite side. Place in the refrigerator for 15 minutes. Remove and slice into 1 ½ inch rounds. Store in fridge in air-tight container up to 3 days.
